Does anyone know what exactly this is? My mom found it in my grandma's house and thought it may be a scarf. Is that what it is or is it something else?

It could be a scarf you tie to make two tabs in the front. That's my best guess.

I have heard there is a cell phone app that you can take a photo of an object and it can identify it.
Unfortunately I don't know the name of the app... and have heard mixed reviews on it...
But what ever it is, it is pretty.

The name of the app to identify an object is Google Lens. There’s also one on eBay too.
It almost looks like a narrow tie, under the collar tie, without anything to hold it in place.
Recycle, repurpose, reuse!
