Yesterday my neighbor/boss suggested putting cornstarch in my cat's fur to help detangle/prevent mats... too bad we'd already shaved off half his fur! But I was wondering if anyone has tried this tip with any success?

I haven't heard of this, but I would be worried that it would get sticky if the cat got wet?

Cornstarch is a trick that folks in the rabbit show ring use to open up their fleece - it is a big no no in the rules but they still do it. We are not talking about a ton - you work it down onto the skin and fluff out. There are some products is you go online and look for show catalogues for cats. Sorry you little sweet one had to be shaved.
